This bill withholds drivers' licenses from dropouts, to encourage them to
complete a high school education. One of the ways to qualify for holding a
license is to offer proof that a child is receiving home education.
It is interesting that the Department of Education assumes, for purposes of calculating fiscal impact, that this legislation will not change the dropout rate (see Fiscal Note at the bottom of the bill).
